When I enter the ip address of my raspberry pi in the browser ( same address used for connecting with rexview and downloading the HMI) , It says " This webpage is not available"

You are running REX on Raspbian Jessie, which is not fully tested yet.
The problem is that the lighttpd webserver is not running on your Raspberry Pi. During installation you received an error which you probably overlooked.
See this topic for more details.

No, when I had typed sudo apt-get install rexwstcp lighttpd=1.4.31-103 lighttpd-mod-websocket, it says " lighttpd is already the newest version & lighttpd-mod-websocket is already the newest version."
Then anyways I had apt-get --purge removed lighttpd and reinstalled using "sudo apt-get install rexwstcp lighttpd=1.4.31-103 lighttpd-mod-websocket" as you said on the other topic. Then it worked fine for some time. Now after rebooting the raspberry while it was connected to the hmi, the same error in browser - connection refused.
Tried rebooting both my windows pc, raspberry, force reloaded lighttpd , downloaded the pool automation example to raspberry and tried again.
It is simply refusing to connect to HMI !!

You are right, that's because the lighttpd webserver does not start correctly after reboot. See the other topic again for a workaround.
