Does the Linux(debian) Based industrial PC has any requirements on hardware ?

There are no special requirements. RexCore for Debian should run on any x86 platform with Ethernet connection (either wired or wifi). If you have some specific hardware in mind, just post here the specs.

Linux (and thus also Debian) has problems with the graphics driver of this hardware. If you plan to use it headless, this is no limitation.
REX will work with the following limitations:
No realtime behavior, although 5ms cycle time should be fine.
No direct access to DIO.
No direct access to CAN bus.
No direct access to OLED display.

Does the Sampling rate could be 1 ms if my system is Linux(debian)+Xenomai ?
debian+Xenomai = 1ms
debian = 5 ms

Yes, with real-time Linux you can achieve 1ms sampling rate. The problem is that running real-time Linux on a particular hardware is not an easy task and requires significant amount of man-hours.
At the moment we use Advantech ARK 1503 or Lanner LEC 2055 for which we have precompiled Linux images which you might be able use.
